The network operates at four levels.
Level 1: The Manchester Hub: Day to day management and co-ordination of the network takes place in Manchester. The Manchester hub is led by Mark Elliot with much of the day to day co-ordination carried out by Claire Spencer.
Level 2: The Consortium: The consortium team decide on the strategy and direction of the Network; they are:
- Manchester University: Mark Elliot, Elaine Mackey and Claire Spencer
- Southampton University: Kieron O’Hara
- Open Data Institute: Jeni Tennison
- Office for National Statistics: Keith Spicer
Level 3: The Core Network: This is a high profile group which provides a balance between the various sectors and problem components. These include users, legal and technical experts. These members provide significant input into the development of the ADF through six workshops held between 2012 and 2018.
Level 4: The Extended Network: The extended network is a much larger group that interacts with the core network virtually.
